+1, even if you're not repairing mules yet (looking for nitra/objectives, etc.) it is a good idea to dig up every leg you find, even if you just leave it there until you go looking for mules. That way they show up on the map.
Which means there are exactly as many as you need now instead of having extras.
After all, how do you get more legs than the total number of legs on the MULE?
Though I personally would say it's a better idea to highlight (even if not dug up) of the nearest leg once you have 2 legs installed on the MULE so that it would be easier to squish bugs where legs spawn in the wall, or straight up fall through the map and gone to some oblivion.

mule legs can rarely spawn at the start, happened to me once.
Agree. Had a map last night that the 4 of us spent a good 20mins running around and there was 100% not a third leg for our 3/3 mule.
In the end we agreed to a group suicide and did another map. If the original 4th leg mechanic was still around we would've been able to complete the map.
Earlier today, we had a leg completely in the wall, which we could only find because the glowing sphere around it just barely poked through the surface. I can't even imagine doubling around the map several times only to find that it just doesn't exist.
I have the same frustration with some other objectives, like Ebonuts (in my experience anyway), which seem to always be the one secondary objective we have to spend extra time looking for, long after we've already completed everything else.
That's what the change notes say, but I played a solo Salvage early this morning and there was definitely at least 1 extra leg between 2 mules. Also, there absolutely were extra legs in one of the stages of this weeks Elite Deep Dive. I remember thinking at the time that they must not have extended that change to Dives.
