its fully possible, but its just a matter of the work for what it would add is not really worth it. Plus it would just end up int the driller making a drain at the bottom to drain the awater into a big hole.
I think you might be a touch confused on the definition of the word "feasible," no offense.

now if the scout is slowed in water. THAT would be a issue...
but what a lot of people are seemingly forgetting is that the latest roadmap update makes mention of a new "azure weald" biome, very clearly using language which suggests it's going to be aquatic themed
i suppose they could have an ocean themed biome with no water... but that would be a bit like having a desert biome with no sand. i guess we'll just have to wait and see what GSG comes up with
Plus I really just can't see implementing liquid physics doing that much for the game anyways. Unless it was utilized in some interesting way besides just sitting there.
I also just realized another huge roadblock... If they added liquids, players would probably want elemental-based interactions with it. Like if they added water, players would demand we could freeze it with Cryo damage, evaporate it with Fire, or electrify it with Shock damage.
That would be well and dandy to calculate if it were all in one big pool, but what about the droplets? Should a tiny drop of water electrified by Shock damage do as much damage as an entire lake? If so, people would abuse the hell out of it. Which means weapons with elemental powers are suddenly un-balanced in certain environments, meaning they have to be reworked too.
That's always the thing with adding a new feature to a game, it often has a domino effect with other items or mechanics in the game. Liquid is added, which leads to more mechanics being added, which leads to weapons needing to be re-balanced, which leads to people complaining even more about nerfs. It just goes on and on.
