There's also a tier1 Perk[deeprockgalactic.gamepedia.com] that already exists that you can employ to mitigate these issues.
I wouldn't hold any expectations for the developers to remove (or add a toggle to remove) friendly fire any time soon. Or ever.
I don't think it's possible to turn off FF since it severely impact game experience, though I do think that allowing host to boot players after primary objective can be a thing. It can be a toggle that host players do, with indication on the server list somewhere that host has 'disable kicking player after mission is complete' disabled.
Personally I think that's perhaps the best way to approach something like this. Granted it's not a frequent occurrence, but when it does it is infuriating, which I assume is why OP made this post.
It could be unintentional, but as far as I know in the NA region there's one specific player that'd 'hide' their intention of griefing until the moment is opportune. Stuff like C4ing the entire team including himself when around a crate is opened, taking 4 resup on Kurasite event and then proceed to use hyper propellant PGL and teamkill.
Not often enough to warrant any game-changing rules for them. Though I do wonder if the 'recent played' can be implemented better by logging people who joins your game / people you've joined a game to, rather than people who complete missions with you
I think this is the most correct answer here.
The majority of cases are accidental.
No driller has ever frozen me, and getting killed by a Driller's C4 has happened like... 5 times or so over hundreds of hours.

Most of the time it's just C4-ing around the drop pod during extraction. It's not exactly good manner, but it hurts nothing more than your ego.
And seriously, every class can build for player killing. There are countless ways to put down teammates.
