Forging and Matrix Core
Promoted my Gunner and received a matrix core but its for the lowest rank character i have. It's for my engineer. He is only level 2 so why the hell am getting a overclock part for a character that cant even use the forge in the 1st place??

You can use the forge to make that OC for the Engi. (I assume it works the same as the activation key, you just need to have promoted on any class.)

It shouldn't be relevant which character uses it.

Also, they are awarded randomly for the most part, just no duplicates.

Because you can level up your eng and instantly have an overclock.

It doesn't matter what level your Engineer is. The moment he has his weapon fully upgraded you can use the overclock.

i think that's stupid. I put the time into leveling up my gunner and since only a promoted character can use the forge it only makes since that you would be forging stuff for that character only. Now it would be a different story if all my characters were already promoted but unfortunately they are not. So it will take a good hot minute for me to level up the engineer just to equip that mod. Sorry. This is mainly just a rant as I do not really like getting stuff for characters if I cant equip it to them.

This is incorrect, you can use the forge with any character once you have gotten a promotion.
Even if what you said was true, you're not limited to forging Overclocks only usable by the character interacting with the forge. There is no such rule.

i don't think you understood what i was talking about. I can't apply the mods that i have unlocked for other characters unless I have upgraded them to a level that will allow that mod to be placed. I have been playing the game with only one character the whole time. The mod i just got for the engineer can not be applied until he is at a higher level. I would prefer with my situation to only get mods for the gunner. That is all I am saying.
