It's not hard, it's boring. It needs to change the target randomly to pose a threat or to play solo.
Yea I think if the Ghost Bulk Detonator would change it's target after some amount of duration that would be pretty neat. Like have it stop, roar and then gain a buff in speed/attack speed for like 5 or so seconds - that would be freaky.
I think it's fine that people are giving feedback on the different modifiers which is why we've seen changes to Lethal Enemies and Shield Disruption.
Deep Dives are meant to be challenging as you don't know what you are up against.
Contracts you just need to wait until a new mission pops up in which case I'm pretty sure the Haunted Modifier can go away. New Missions are refreshed rather quite quickly.
One could argue that Perk Unlocks could also be mentioned but even then you have a ton of other options to gain perks and eventually you'll have over 50 with all perks unlocked.
edit: If anything it's a learning thing. Modifiers that I may not like I try to learn how to deal with them so that I understand how it works and it becomes less frustrating as a result - just like classes and different weapon setups.
