Haven't really noticed that. The screen borders fill up with a bright white washout effect the closer the danger is, that's all I ever needed to notice. Are you sure you aren't confusing that for lighting effects?
There is a bug currently though where the the washout effect doesn't subside. So may cause some confusion for players that are new to the perk. If you are new to it, keep at it and you'll get used to it. It works pretty well aside from the bug.
I'd say your one is bugged out.
I don't like high graphics because the game looks to blurry for me. I prefer sharp, clean, pixelated view (without AA) than blurry cool graphics.
seems like the 'white flash' might be related to people playing on lower graphics settings.
The white flash has saved my life so many times. It lets me know to immediately run back the way I came to get under cover, then pop back out and kill those bastards.
Seriously, at higher tiers it is a great perk. low levels it is useless.
