Well, it might open a window for black market reselling allowing to make an illegal bargain. On the other hand, there is no real reason to restrict gifting a game from Canada to the US.
I gifted a game to Turkey recently and it worked but the item was only 1€.
For additional information you can look at Deep Rocks steamdb entry that shows the prices. As you can see, American Dollar is their base currency of which regional prices are derived. I can imagine, thinking of it as a downward gifting possibility, we can assume that any region can gift a game to any other region with a cheaper price, not the other way around.

Yes, and turkish people have to earn their living income in lira... If the prices were not regionally different, players would be discriminated and could not afford the game at all. Most of you guys seem to be missing the point of steams economic decisions behind this. And yes, it is a pain in the ass, considering Canada to US gifting is not possible.
Every other online game seller is able to convert currencies, ever other reailter is able to convert currencies. It's up to the consumer if they can afford to buy from those retailer or not. The US-Turkey comparision simply doesn't apply to the US-Canada region issue on Steam.
u must have overread the important part isnt pure currencyconversion but actual price changes
look again at the example of the turkish lira
though im with you that neighbouring countries shouldnt be blocked
and as a funny addition swiss people are regionlocked too at times because they are not EU
