Since it's so time consuming, locking content behind it isn't very appealing as not many players may be able to access it. Far better to have rewards be based of some kinda of challenge, and not how large a digital number is.
It's not like perks are very powerful anyway, everyone already would have the few 'strongest' perks equipped by the time they get a 6th slot anyway.
You could give somebody every perk and they still wouldn't be OP really.
Or put some minor unlocks behind it, so everyone can be happy.

Yep. I agree. Sometimes I can't even tell what perks I have on.
An alternative would be what that brony guy that got banned a lot wanted: one prestige = one extra flare.
The reason why I promote dwarves is...why not? I'm drowning in money and resources and it would feel odd to be stuck at level 25. Not a very good reason, but that's just the way it is.
And maybe this way needs to change. Perks are a good idea ! Flares too.
