I haven't tried messing with it, but there is a text config file with the resolution in it. At least, I see my current resolution there. But I don't know if changing that would actually change the resolution in the game.
The file is GameUserSettings.ini, and it's in:

native setting as you can see full screen is not preferred and changing the 0 to 1 does nothing it seems. but windowed fullscreen mode while not true fullscreen is the only option to not have it look like ♥♥♥♥

You could try changing those, but they're both 0 here and I'm playing in full screen, so they may not do anything either.
I also noticed that there are entries for DesiredScreenWidth, DesiredScreenHeight, and LastUserConfirmed versions of those, and then a later section in the file has bUseDesiredScreenHeight. Of course they may not do anything either. I'm just mentioning them, just in case.
One last, semi-random, thought:
Do you have drivers for your specific monitor installed? The monitor may seem to work fine with the generic Windows plug and play drivers, but maybe the game is missing some info without monitor-specific drivers?
I only ask because I recently replaced my monitor and it seemed to be working fine with the default Windows drivers, so I could see some people just leaving it like that (I went ahead and installed the manufacturer's drivers, just because).

Ok now that is interesting mine said something different and after changing it to what you have, those 2 lines all together are removed automatically after saving and loading the game and changing the screen mode.
mine only said
PreferredFullscreenMode=0
But to humor myself, i added these
FullscreenMode=0
LastConfirmedFullscreenMode=0
With 0 puts the game into Full screen mode but the res is low despite my setting.
Adding 1 to these, puts the game into windowed fullscreen and its ok until its removed from the .ini file. So it did mostly nothing, also noting in windowed fullscreen the res is grayed out.
Duno why this happens i verified the game files. Nothing missing. Looking at it again, the
PreferredFullscreenMode=0 is moved to the bottom of the list.

Yeah this likely adds some complication but mostly i don't ever have a problem with my DELL 3007WFP, business monitor 30inch, there is no driver from the manufacturer, have never needed one. Windows provides the generic, as does linux. Does not have the usual monitor button settings, has only power and brightness
So its not a gamers monitor nor is it a regular LCD monitor. But it was free is likely worth around $400. Works pretty good, it isnt a problem with other games. Just have to deal with the odd window mode, monster thick dvi-d cable that was a challenge to get. and whopping heat but Its hard to give up - 30inch is good for movies etc as opposed to wide screen or curved design.
my system is low ball, old am3 2011 (more like 2008) win7 64bit.
In need of a big upgrade only just replaced the graphics from R9270x to a RX580 - i had the same problem on the 270

Other than that, I don't know what to suggest. It seems like a fairly weird problem.
W.F mode is ok for now (or known as W.T.F mode) i just wonder if im getting damper on performance. But my cpu to gpu gen is a wide gap. A am3 (not am3+, am3!) PCIe2.0 w 580 its too ♥♥♥♥ to know. So old, yet used for about half that time since 2011 as i shelved it for a while, according to speedfan i have at least 1 dead sensor on the board.
The devs will likely squash more bugs soon. Thanks for your input, and as always i hope you learned something (viewers)
