Can't activate workshop mods

So, I completed Half Life: Alyx yesterday and wanted to see what the community has made on the workshop page. I found a BioShock mod that I liked and downloaded them. But now I can't activate any of them. Is there like a setting or something that I'm missing? This isn't just for this mod,it's for EVERY mod I've installed. I can't activate any of them. I've consulted Google and Reddit and watched several videos on it but nothing has helped yet. I just wanna see what people have made in the last 3 years since the games launch.

once you "subscribe" to the given mod, you then IN GAME go to turn them on and play that mod

I tried that. this issue I'm having is that in game,the mods weren't activating. I know that when you're at the main menu, you go to addons and select the ones you want and the line next to each mod goes from vertical to horizontal which indicates that it's active but when I tried that with the bioshock mod, it refused to let me do so. if that makes sense?
