The last time that Half-Life voice actor teased something about Half-Life was right before Half-Life: Alyx was announced, iirc according to the videos.
Honestly HL3 releasing now/soon would make sense if Valve intends for it to be a launch title you get with the purchase of either the rumored Valve SteamOS console or the rumored SteamOS Valve Deckard.
That makes sense to me, and follows Valve's pattern of releasing the games that are either best or most desired in such a way that it promotes a platform-related initiative they have (either a console hardware platform, or the Steam platform as was done historically with the release of Half-Life games that required Steam to promote Steam).
You are most likely simply doing what many others have done in the past, reading what you want to into the fact that something has triggered thoughts of HL3 again. Eventually someone will get lucky and be right, maybe that someone is you
