You can change the fidelity level if needed. Also make sure your headset is not higher than 90hz.
Disable Steam VR's “motion smoothing and see if that helps.
Disabling it may help but it's there to stop you throwing up, specs are really low for an index, try manually set the render resolution in steam vr lower than what you are seeing when you have issues, either check with FPSvr or steam info overlay, restart pc so steam vr takes that new starting value.
