they released half life 2 in 2005 then released episode 2 in 2007. and after that Half life alyx in 2020. if there will be another half life game, it's gonna be a while
Half-Life 1 - their first proper game, was the most innovative game of its time
Half-Life 2 - used realistic physics and had great graphics for its time
Half-Life: Alyx - used Source 2 to showcase its potential, and also to encourage people to purchase their VR tech, the Valve Index
The next mainline Half-Life title possibly has sky-high expectations when it comes to story, characters, locations, everything Valve would do for this game would be calculated and meticulous. I wouldn't expect anything before 2025, unless it's a different HL project that is in development, such as 'Citadel'.
Steam breed money
I wouldn't outright say they would release it with Index 2, maybe it would come out when they release a new generation of the Steam Deck with better hardware, who knows.
Your post actually seems more like an argument we should have had another Half-Life VR game by now as a followup to Half-Life: Alyx. Because if they released Half-Life 2 in 2005, and then the two following Half-Life 2 episodes by 2007... well that's three total Half-Life games released in a span of 2 years (2005 to 2007).
So if they were releasing 3 Half-Life games of similar size every 2 years, we should have had Half-Life: Alyx, Half-Life: Alyx episode 1, and Half-Life: Alyx episode 2 by now.

Valve went out of their way to make the Index standards compatible and open. It's Meta that tries hard to create their walled garden.
