Is Blue Shift canon?
There is no defined 'canon' according to Valve at the moment, as IanL mentioned above.
Opposing Force and Blue Shift can be considered 'canon' though, as they're official expansions (although developed by Gearbox and not Valve) and don't necessarily contradict the story arc...at the moment.
The chronological order of the Half-Life titles would be:
-Half-Life: Blue Shift (Game events commence not long before the events of Half-Life, then runs alongside it.)
-Half-Life
-Half-Life: Opposing Force (Game events commence towards the end of the events of Half-Life, then runs alongside it.)
-Half-Life: Alyx (Set five years before Half-Life 2, though the story of the game HEAVILY SPOILS Half-Life 2 and it's episodes, as it presumes you've already played them. I very highly recommend playing this last)
-Half-Life 2
-Half-Life 2: Episode One (Set immediately after Half-Life 2)
-Half-Life 2: Episode Two (Set immediately after Half-Life 2: Episode One)
NOTE: Half-Life 2: Lost Coast is a tech demo based on cut content from Half-Life 2, and is not likely part of the 'canon'. Though it's setting certainly is 'canon'.
Portal and Portal 2 are indeed part of the Half-Life universe, but it's not entirely clear where they'd fit in chronologically.
