Also, is this on a different system, or did only your GPU change?
Bare in mind that the 3050 isn't much more powerful than the 1060, and in some games could have stuttering issues that your 1060 didn't if you have the 4GB 3050.
Edit:
Put this in the games launch options through it's properties in your steam library:
-nowindow -console -vconsole +vr_fidelity_level_auto 0
You can probably take the console parameters off, but no harm leaving them there.
This will, among other things, disable the auto-resolution scaling. Some GPU's don't play nicely with it. If you want it to take note of your SS setting, this is a must - otherwise the game constantly pushes your GPU as far as it can with SS automatically. If the game gets it wrong, it can push your GPU beyond where it's comfortable and cause a LOT of stuttering (I had this issue with a 1070 on my system). The performance of the auto SS is probably worse if you have a low VRAM GPU.
Additional info: SS settings have to be in place when the game starts, so if you make a change you have to restart the game for the game to take the new SS settings. Also, this game was designed with auto-scaling res in mind so that means that some areas in the game will demand a lot more from your GPU than other areas - You will find yourself having to drop and raise your SS manually from time to time, or always play at a lower SS value.
Yeah, the 50's are usually the budget option and are often worse than the mid range cards of the previous series.

Coming from a 1060 however, there should be clear performance benefits.
Isn't it possible that his performance drop is because of possibly moving to a 4GB GPU vs his previous 6GB GPU? That's a high resolution headset, and I can't imagine there is enough VRAM to go around for the game to run without bad hitching.
Edit: Also doesn't Oculus Link use a large amount of VRAM just on it's own? Leaving virtually nothing for Alyx on a 4GB GPU?
