2. I would try 90hz to start, HL:A is very well optimized and should run well on a 3060 Ti. You can always drop it down to 80Hz if you rather max out the in-game settings or resolution instead. For resolution this is again set in the Oculus app (I would uncheck automatic and set the slider to 1,2x minimun) or in Virtual Desktop its Low/Medium/High/Ultra, I would suggest High. Leave the resolution settings in SteamVR on auto/100% as it just ends up multiplying whatever was set in the streaming app, best to adjust it in one place only.
3. There are a few ways to do this, if using the Oculus app there is an app that it also installed called Oculus Debug Tool where a performance overlay can be toggled on and off. Google/search Reddit for more on that as its a bit complicated to use. SteamVR itself also has an a few overlays under Developer when you click the menu on the SteamVR window. There is also a few apps on Steam that can help as well such as fpsVR.
