They obviously weren't built on Earth from the ground up, the giant gaping crater around the structure would make no sense then. It likely landed and took out a chunk of concrete and cinder block, notice the broken buildings around the Citadel in the beginning of Our Benefactors? it was definitely dropped, it was just probably incomplete and needed to be stationed carefully, hence the cables and cranes.

it is also true that none of the post HL2 lore, incluiding epistle, is canon, HL:A will be cannon, contradictions with fan content is irrelevant.
But it is co-written by Wolpaw who also co-wrote HL2 and also had Laidlaw as a consultant, so I would have to disagree with you.
Not sure if I am misunderstanding your answer or not, but the reason the building is broken is because the vault crashed into it in the game after the cables powering it were cut by Alyx and the Vortigaunts. And the reason the inside of the building is so bizarre when Alyx enters it is because part of the vault exists outside of the space continuum. That is also why Alyx encounters people inside who are frozen in time.
