And my System is not overclocked because i see no sense to do this (unnecessarily more heat, down clocking bec of more heat for maybe 5 or 10 FPs more ? No thx).
From 8x3,6 GHZ to 8x5GHZ , maybe this is his Problem (bad overclocking, wrong voltages, Throttle or Limiting Issues ?). However, the Rift S is not the Problem and I can not confirm too that the Rift S causes Problems

I had issues finding a compatible USB 3.0 PCIe Card, Oculus is know for being a little tetchy about USB chipsets.

See if that helps
Also make sure your memory is running in dual mode/channel.
If you have Sonic studio installed than disable it before starting steamvr.
Try running steamvr in beta mode.
Don't overclock your Cpu and see if that helps.
Check your system temperatures to see if it's not getting to hot.
