I'm pretty sure it has the option to unpack the sounds into mp3, because I've done that with the files myself while trying to extract the music. Don't have the files now to test it, though.
Oh, just remembered use the "Decompile & export" option instead of just "export".

Well, damn. I don't remember the exact steps to convert vsnd_c to mp3. I do have the whole music folder from HL:A in mp3, however.

You can just change the file name to wav. Worked for me when we were datamining the steamvr build - see: https://soundcloud.com/eviea3/sets/half-life-alyx-ost-1

Just make sure you've actually extracted the sound folder out with VRF - what Kron was saying should've worked, but if not then this is probably your best bet.
well it is doing something but it just says something about being corrupt

So, I tried VRF again and "Decompile & export" option converted vsnd_c to mp3 automatically.

just replace it with .mp3 in the filename. it does not work on the bellevue sound effects though.

late to this thread but VLC media player can convert to mp3

Open VLC, select convert, drag and drop the .vsnd_c files then click "convert/save" and pick the options you want
