Barney's hideout near the combine advisor scene

After you see a mysterious woman talk to a combine advisor, you find yourself in a room with a bed, and combine mask parts.
Is it possible that this was Barney's hideout? We haven't seen him in the whole game.

And who else would read books about Black mesa (found in that room) and tinker with combine masks? I see nobody talking about this.

I saw it and I considered it, but I was thinking a character more akin to ratman.
Certainly the combine would notice something like that right? A man hiding in the walls? They found Alyx in that section near instantly.
