Report a translation problem
All in all I:
1-Updated SteamVR to the beta branch
2-Disabled the NVIDIA Overlay
3-Disabled the Steam Overlay
4-Restarted the Oculus services
5-Verified the game files (they verified ok and nothing was re-downloaded afaik)
One of those did the trick lol... Not sure which one...

My specs:
GTX 1660 TI
32GB RAM
Intel Core i5-9400F CPU 2.90GHz
My FPS is normally stable at ultra-graphics, the only problem for me is the textures not at high res or just grey out and don't load at all.
My guess it's the video memory running low, but I believe mine is 6GB, so it shouldn't be rendering super low-quality textures. Hopefully someone has a fix for this, will edit back if the 2 things I am doing will work.
My last guess if verifying the files doesn't work, is that I have it installed on a 1TB external drive, could be a factory to the low quality but I highly doubt it since all my other games on the external drive run perfect.
[UPDATE: Verifying the games' files seemed to work, all the textures are loaded and high resolution, not too sure what next if it continued to randomly drop resolution but it worked right now.

But, this can also happen if you are simply asking to much from the game (ie the game can no longer drop it's render resolution for you)
