Is City 17 in mother russia?
It looks so but black mesa was in USA, right? How do russian city ties up with USA? No spoilers for alyx please?

city 17 is in eastern europe, because the world is mostly a devastated , xen monster infested and toxic wasteland, people had to relocate into one of these few remaining colony city ghetto states, like city 17 , either by themselves, or they got relocated by force from locations which were to scattered to control for the combine, or they just head crab torpedoed whole places like ravenholm to force people out. the combine use these cities to compartmentalize and concentrate the remaining populus of the earth, to make them easier to control

all posters are in Russian, canned goods are also in Russian, there are Volga and Raf cars; these are all Soviet cars. there are very rare spelling mistakes, as well as inscriptions in Bulgarian on the electrical panel, I think they wanted to write in Russian, but they made a mistake. I think that Russia is just an alternative reality, which is obvious.

Early Half-Life 2 Alpha's & Beta's did actually take place in Russia (its why Russians are still over the moon about that version of the game/story) but when they sorta reworked the game after the E3 leak it changed, now its a not further described region in europe that has english russian and occasionally some random european language posters/props. (i wanna say danish but honestly not sure)

some where in russia probably since the writings and stuff are in russian not ukrainian or belarussian so i guess its in somewhere in russia, there is even... well i dont want to spoiler but you will hear russian voices talking atleast once in the game

My suspicions:

"Americans" and other nationalities flew to an eastern europe-ish country (equivalent to Russia, but never specified. America too).
Propably because it's an alternative dimension (like suggest earlier by others) and meant to be unknown.
There are maps on walls (Accurate to earth btw) with markings pointing from a crossed out America to an encircled Russia.
Maybe people escaped to "Russia" and thats why languages are mixed.

I believe I've seen more Vodka bottles than beer bottles so my guess is Russia.
Most of the signs is in russian. But the distillery is in bulgarian (Златен Лъв). It even has train schedule with stations being 'Pskov - Luga' (it's in Russia, close to St Petersburg). So it's just a fictional eastern european country.
