Report a translation problem
The commentary mentions that they originally had more advanced tactics and would more aggressively try to flush the player out of cover etc, but playtesters found it too much to cope with so they pulled it back (some of it is still in the engine and has been re-enabled in several mods).
It uses things like the medic ability that doesn't get used in the final game.

Honestly I think it was the right decision

As necrophonic pointed out, the game was made for VR first and foremost, not for the existing HL fan base although many would go on to buy it, so needed to suit players new to VR which was rapidly growing at the time.
I too believe it was the right decision, even if I'd personally have preferred better AI as an already established VR player at the time the game was released.
