Where is hammer level editor?

I'm eager for the editor as well. If it wasn't going to be available at launch, they shouldn't list it on the product detail page as "Includes level editor".

They should've at least clarified when the editor releases, because the phrase "ships WITH the game" certainly isn't true.

I am pretty close to completing the game, and figured I might as well begin looking into where the modding tools are.

So far... its only the console? Maybe they did not get the map editor ready for launch as promised?

That's the editor for making new maps for SteamVR Home. Since they both are using the source 2 engine it just happens to work by coincidence.

I am sure it won't hurt to make a few maps with it now. I mean, while we are all in quartine we got nothing better to do.
