You can find this bad boy in the shop level 11 and above.
Huge change in the Weapon section
Each type of weapon has it own sections, and it is now fast to find info about weapons.
Added the Shop section, very valuable info for middle late game.
Added all the stats and skill of the 6 allies when they are level 1, this will help you plan witch one you use in your team and plan Stats, skills and perks for the whole team in advance.
Added the list of the perk and item that will increase AP / MAX AP.

If Emilia is in the party:
"[Presence] Convince DeSoto": leads to original options
"[Prowess] Restrain DeSoto": leads to original options, -1 reputation with Emilia
"Attempt to restrain DeSoto": starts the mission, lose ability to reposition
Bootleggers - Industrial(?) - Mafia
"Let it all out.": Distracts team members
"[Presence] Lock down the laughter": enforcer is knocked out
There are a bunch of other encounters not mentioned above; I'll post some stuff on them later.

- Mila Kennedy in the Blackmail event has a General Arms Patriot.
- 'Bootleggers' is the same event you've called 'Green fairy' in the guide. It also takes place in the slums, rather than the industrial district.
- 'Spare change' is the name of the event with the homeless guy.
- 'Dilettante' is the name of the kidnapping event.
- 'Method Actor' is the name of the Studley Bronson event.
- 'Prophets of the Fall' is the name of the event with survivalists attacking a police car. It takes place in the Downtown area.
- 'Break In' is the name of the 'tools' event.

Escort Mission - Suburbs - Mafia
A journalist is running from mafiosi who are trying to kill her.
"Get Moving": starts the mission
"[Bypass] Lockpick the gate": opens a new route through the graveyard
"[Prowess] Bash the gate": opens a new route and slightly damages the player.
Intimidation - Slums - Mafia
A mafia enforcer challenges the player to a test of strength.
"Don't accept the challenge": leads to new options
"[Prowess] Bend the baton": Demoralises enemies, gain Baton, leads to new options
New options:
"Engage the mafiosi.": starts the mission
"[Fleetness] Sucker punch the enforcer": Wounds the enforcer
Statue Breakers - Downtown - Churchers
Some cultists are vandalising a statue.
"Attack": starts the mission
"Challenge Fanatic to a duel": lets you choose a character to duel the fanatic. Winning the duel will grant Ronin status to enemies. Losing it will grant Ronin status to the player team.
Wolves of the Night - Slums - Churchers
Churchers are stealing goods from shipping crates.
"Do nothing.": starts the mission
"[Firearms] Put an end to speech": Demoralises enemies and wounds the chaplain.

The EVENTS section was too big for STEAM (reached the maximum size alllowed), I had to split it in two.
GTA - haven't checked, but I'm fairly sure it's the slums
Another thing I forgot to mention: The 'Jumper' encounter (suicidal guy) is the one called 'Precipice' which I described earlier.
