Units of storage are Joule or Watt-seconds
A battery's storage should be expressed in kJ not kW ... the storage is watts across time time... like laptop batteries are millwatt-hours.
don't worry about scaling it; just label it with J not W. I know it's not a full second that the power's used in... like the blip for power for a furnace when it grabs a new block is 2kW (for gold) and htat's just subtracted from the tottal watrts. Not sure how often the timer ticks internally for like machines that are 5W per tick.

Actually the proper value of stored power would rather be ampere hours (Ah), not kJ.
But its a game, so whatever suits the game mechanics.

at the moment I believe storage numbers represent watt - ticks, where a simulation tick is half a second.

Electrical capacity is actually Watt-per-Tick, and there is 2 ticks in 1 second for electric systems as Rocket mantioned on the stream.

batteries are often discounted for voltage since they are assumed to be constant so they simply battery ratings to amp-hours.

The correct unit for power storage is Watt Hour (Wh), Amp Hour is usable only for a fixed Voltage.

Right... but it's not Watt hours... it's Watt Seconds, which is Joules.
