Also this might be a silly question, but are you actually using an oxygen tank in the suit? Didn't mix up the canisters by any chance? Just in case, I'd try dropping it on the ground for a moment to use the atmos analyzer on it to check.
If you haven't dropped your oxygen canister to look at it with the atmosphere analyzer, do that to be 100% sure there's oxygen in it.
Again, it might be confusing, but if you want suit options to be enabled (A/C, Air, Filter), make sure it says "Off" next to them. I made a new world and spawned in a hardsuit to test these things and haven't had any issues with breathing. If it's still not working despite checking these things, then yeah a screenshot of your suit menu and maybe what's in your air tank would probably help (F12 is the default screenshot button for steam).
Sounds like you don't have a CO2 filter in.
