If you can fit a frame behind the cover - it would seem you could fit a wall as well. Seems like a bug - but I guess it's probably minor as it is mostly aesthetic issue.
Therefore, if a roll cage door is placed on a exterior wall when opened it would allow atmosphere to pass through, thus the requirement is needed for a block frame to be placed behind the roll cage, again this is just a theory I have, I might be wrong about that, only the Dev's could explain the reason as to why we are not allowed to place a roll cage on a wall rather than a block frame.
It would definitely be a nice thing to have the option to place walls on the back side of the roll cover - perhaps a report on the bug tracker might eventually add this "nice to have" option.
Actually I tested this with the other doors in a door kit -- AND every door allows placement of a FRAME on one side of the door. This means that you can actually put a frame inside of a manual airlock if you want. The "powered" doors allow placement of frames on the NON cable side.
I wonder if this exception for ALL doors is because of the "composite roll cover" -- maybe they should just move the roll cover to a "wall kit" instead of a "door kit." After all, doors visually take "both" wall spots and putting a frame on one side almost defeats the purpose - it also creates visual artifacts.
Secondly, the roll cover is more of a wall than a door - it blocks movement/airflow - and is just a nice wall to cover electronics. My vote would be for the "wall kit" with the other "composite" walls, and make it so you can back it with another wall.
