When you are in the editor click the library button at the top.

Click the create new button in the new window and give it a name and description and click confirm.

If you want use programs from other people:
Go to Stationeers workshop find section IC, subscribe to a program you like.
Run the game.
Go to your computer ( in game ) with motherboard IC editor, edit, choose library, there you will see all the programs you have subscribed ( basically they will be downloaded ).
Ofc you can make your own programs in your own library and you can share them in Workshop.

By default on a Windows 10 machine you'll find it in My Documents\My Games\Stationeers and your IC library is in the 'scripts' folder.
