Stuck with Logic

I am trying to follow a guide on how to set up the logic for solar panel position automation.

In the guide, using its first example it states to set one of the Logic Memory to 1.5, and another to 15, how is this done? it only increments/de-increments in sets of 10 or 100.

Use the screwdriver on the small screws and hold left ALT for the decimal incriments

put a computer with logic motherboard and set a state with condition= computer on and action = memory setup 1.8 and thats it, you have a new value for memory...can remove computer
you only need 1 memory, 1 processor,1 reader and 1 batch writer
