I am unable to craft purple rarity items because I need this requirement? How do I get this / obtain it?

Continue the story line until you get the Development Team.

If you have it, place enough people in it to gain rank D or above.

Works just like the Medical, Resource and Exploration Teams.

Not necessarily loads of people, just a couple. Might be more maybe, if they're not aligned with development.

You also have to consider where the people are best used in. Check their jobs for that. The nurse for example is best in the medical team and so on. This boosts motivation and also increases the rank of the team

As stated above, just see what their job was/is; if they need evaluation then you gotta just play with it until you get more info on them.

It was a bit weird, I assigned people to it, left it for 20mins, done a coop and now they'rw rank D? Is it also timed?

Yes, some people have an "evaluation time" and the base updates are timed.

Basically there are different things which raise (or lower) rank of the team. One is how happy they are (injuries and sickness need to be healed for example) or how you do with food and supplies.
