Thanks for the answer. Also in DR3, once you picked up a weapon in-game you could find it in a locker at the safehouses, and it wouldn't cost anything to pick it up. I take it this doesnt exist anymore? I noticed you can do it with clothes, but not weapons.
On the bright side you can get stuff you don't even have the blue print for, but unless you are just doing it for fun you never really need to buy anything (though I highly recommend the skill books / blueprints as those are permanent unlocks).
Edit: Oh, and you can buy non-combo weapons/vehicles, so if you can just grab the part you need and combo yourself (in case it isn't one they sell or you already have 1 of the 2 parts)
