I had no idea you could play Heroes in the MAIN story!
I'm afraid someone else will have to answer, since I made such a rash blunder, and have no idea how a character that is default in Heroes mode could possibly be unlocked in the Main Story.
Perhaps you need to finish the story in Hero Mode?
My two theories were that you either needed to finish Capcom Heroes or two star Classic Frank. I was just hoping someone actually knew for sure how to unlock him.
Check a mirror. The unlocked costumes are there.
