Turma da Monica have been copyrighted by 3 companies, SEGA, TECTOY and I can't read the last one.
TECTOY still sell SEGA products in Brazil even actually. Its not because they don't sell this game anymore that they don't own the rights of this game version.
Edit 1: There is also monica brazilian comic actual owners.
Edit 2: At least don't wait Official skins.
Yep, probably they would have to negotiate with Mauricio de Souza Producoes... I'll wait for the release of the game... Even if someone make as a mod, it will be amazing!
However, it may be difficult to get them as an official "skin" since they (the characters and the names) are copyrighted by different companies/publishers in different countries of the world. They (most likely) need an agreement with all of them if they want to publish "Monica".
Also, a good trivia to you all: TecToy (who publishes Sega games and hardware here since the 80's) announced just this month they're doing a reprint of the original Turma da Mônica na Terra dos Monstros for the Mega Drive. Hmm... they're chopped up into 8 (EDIT: Nope, 26) pixel tiles and organized sequentially. I guess the first step would thus be to reassemble the existing sprites as coherent images, for the purpose of establishing pixel limits and the number of frames of animation.
Heh, if only I were a better programmer I could set up an executable to do that for me. At least the organization pattern is straightforward, though! GIMP chopping away!
