I looked it up again in the Squad Handbook and it's under
05-J: Attack/Accuracy/Endurance/Defense
Evade Chance
The lower this value, the higher your chance to evade attacks.
THAC0 = "To hit armor class 0." It works by directly subtracting armor class from the roll to hit. D&D 2nd edition, for example, had unarmored as AC10 and chainmail (reacing for this as an example since I remember using it personally) as AC5. At level 1, most (I want to say all, but I just know there's some obscure gimmick class that will correct me) classes have a THAC0 of 20, meaning it takes a roll of 10 to land a hit against someone with no armor, and a roll of 15 to get past someone's chainmail.
It may seem unintuitive (lower numbers being better) but consider the simplicity of the math; it keeps the turns going by quickly.
