It's just a mobile noisemaker, so use it like a noisemaker that moves.
1: MOSSes start emitting sub nosies the second they are launched.
2: If the torpedo is locked onto you, it will lock onto the MOSS when fired. However, if you fire the MOSS at the torpedo, the torp will lose lose the MOSS, and re-acquire you. In my opinion, just having a MOSS in the water when you are under attack helps. It will draw torpedos away from you momentarily, and if it travels far enough, it can completely take the torps away.
3: The MOSS can cause friendly fire among enemy subs, however enemy torpedoes can not lock onto surface ships (again, I think), so you can’t use it for friendly fire among enemy surface vessels. You can use the MOSS to get an enemy to reveal themselves if you are having trouble finding them.
