Yeah.... Maybe... A bit torn here to be honest. I have been advocating for better ways to fail our missions than the annoying "time dodo" I have been rating about.
This introduces a way to fail a mission on your own accord...
But for that to be immersive the missiles you launch in the "wrong" mission should miss their target. Not like in this case, where he followed his missiles to target, and watched them hit.
Alternatively we could maybe get a message stating we hit a target, but not the right one... Like when we sink ships outside a mission.

However, you can tell if the TLAM is effective by checking "land strike not completed 0/8" from escape menu.
Sometimes you are close enough, but the land attack is not triggered due to running into another fleet, in that case, the message won't show.

We wanted to give the player the opportunity to do either of the following to succeed in the mission;
a) attack the escorts, then TLAM Strike
b) move out of the area and then TLAM strike from a safe distance
c) TLAM strike and then evade the nearby escorts
Now you could edit the mission files any way you'd like. Just change the coordinates of where the player starts. For example Yulin (INSERTION_LOCATION_16);
