2. When un and re-installing, did you make sure all files in Cold Waters folder was removed?
If you previously have had mods installed, the folder override is not deleted when you re-install, and errors caused by this will persist...

In addition the default folder which contains all modding/editable content can be found at:
\Steam\steamapps\common\Cold Waters\ColdWaters_Data\StreamingAssets\default\
Crash on Start/Won't load/sensors.txt file missing
Once you have verified that the installation is intact and correct:
Solution 1:
Go to the folder (requires view hidden files):
C:\Users\username\AppData\LocalLow\Killerfish Games\Cold Waters\
Open options.txt and change all TRUE values to FALSE.
Save and restart Cold Waters.
Solution 2:
Go to the folder (requires view hidden files):
C:\Users\username\AppData\LocalLow\Killerfish Games\Cold Waters\
Delete options.txt and restart Cold Waters.
Solution 3:
Some anti-virus program interfere with Cold Waters. This is often the case when sensors.txt is reported by the game as missing even though the file is there.
Add Cold Waters as an exception to your anti-virus software.
Solution 4:
Nahimic audio drivers may cause the game to not load when running from the Steam client. Disabling Nahimic and then running Cold Waters solves this.
Solution 5:
nv3dum.dll caused an access violation (0x0000005).
Reinstalling graphics driver's with a clean install and without installing the VR and 3D portions of the driver's solves this issue.
Solution 6:
Check your override directory. If a new update has been released you may be running a mod which is no longer compatible. Remove the override directory and if this resolves the crash, contact the mod author to let them know their mod requires an update.
Solution 7: Game takes 10-20 minutes to load
On some users' machines, the contents of the Windows Network Connections will include entries generated by third-party software such as LogMeIn Hamachi and VMWare. The Windows function that Unity uses to get the Proxy Settings for the user tends to hang for long periods of time if it encounters one of those third-party network connections. It's probably not able to get what it wants and just ends up waiting for a timeout. I suggest looking in Control Panel -> Network and Sharing Center to see if there are any network connections added by third-party software. If there are, try disabling them to see if it fixes the problem.
2.all files in Cold Waters folder was removed?: I have not.
so, try to uninstall again. this time I made sure all files in Cold Waters folder was removed and
re-install. Error is fixed and I can start the game.
