Need vsync

This game makes my video card (GTX 1070) go crazy in that it produces 2000+ frames per second during the game, or at least that's what Steam's built-in fps counter says.

I've tried setting vsync on through the Nvidia Control Panel, but it doesn't seem to make a difference. For kicks, I cranked everything up, hoping I'd lower the framerate and it did nothing as well.

I really need an in-game vsync option or I can't play the game as running 2000+ frames per second consistently will eventually cause overheating or damage to my GPU.
