It sounds like CS II is progressing nicely, as well. I know you can't say anything regarding the release date until XSEED officially announces one, but can you at least tell us if you're aiming for a Q1 2018 release? Since December was once a possibility a few months ago, I can't imagine it would get pushed back well into Spring. Though I do know that were busy and I'm sure had other projects you needed to work on.
Try to clear the Steam Download Cache (in Steam > Settings > Downloads)

Anyway, I can't really help much regarding your question, but I know using Turbo Mode during cutscenes can sometimes mess them up.
EDIT: I should probably mention a common bug/glitch in Chapter 5 where after leaving Legram, and before heading to Garrelia Fortress, when the Eisengraf passes by, the game will soemtimes zoom in too close on the train so that you cannot see Osborne glance at Rean. The text there also goes out of sync. This may have been patched already, but I thought I should mention it since I've recently seen a couple people have it bug out like that after using Turbo Mode to speed up the animations at the start of that cutscene.

You can see the Eisengraf scene here on a PS3 playthrough if you skip to about 13:30.
You can skip to 13:12 here to see the same scene, but bugged out on the PC version.
In my games the zoom in was always on a windowless section of the train - Rean staring intensely at the Eisengraf's wall while the big BOM-BOOM fired off.
Thanks for posting those links, that whole section left always left me incredibly confused.
