He's not. There's a sign on the door that says Gone Fishing.
But I found him. He's at the pond next to the gym. You have to talk to him for the student council side quest about the mysteries.
Everytime story progress, explore all available place and talk to everybody. You'll not miss any important stuff that way and you'll know that NPC have a live and story too.
I was pretty thorough myself (72 hours played, Field Trip Chapter 5 now) and I still managed to miss 2 books and about 15~20 AP.
Soooo maaaany NPCs this time around.
I paid for the game with my own money. I'll play it however I want to play it. I started this thread to ask a question, not to be insulted by your misplaced sense of superiority. If you can't manage some restraint, I have no qualms with reporting your post.
