Isn't that already a thing in the difficulty settings?
Is it rhetoric? Can't find online references to custom settings, even at https://www.reddit.com/r/Xenonauts/comments/92w3u1/xenonauts_2_custom_difficulty_settings/
If you mean something like "straffing" (like moving to the north and at the same time pointing your gun to the east), sadly you cannot.
Remember you can see before you move if you will have the TU by clicking where you want to go and then pressing and holding shift to aim from that spot
Say you saw a psion or a sneaky creature. He moved to the northeast, you follow him with your shotgun guy east. You can see how many TUs you use if you chase him. Cool! Just enough to get off a shot. You go east but your guy is facing a direction you know the psion didn't run. So you turn northeast and there goes your shot. So, your shotgun guy just turned to see himself get shot in the face.
I know my example is a questionable strategy. But bear with me: What I'm saying is you should have some control over the direction your guy is facing at the end of his move ie, I want him to face NE at the end of the move...or whatever direction I want. I'm fine with it using TU to move, its a little annoying that I have to use more TU to turn him again, possibly missing out on a shot I could've had.
it's definitely a setting when selecting difficulty. it's called "free attack rotation"
