currently aim shot is kinda op, if you try aim shot only you will see how op it is, of course alien use plasma and does more damage and can one shot you, so your aim shot don't equal their aim shot but it is still the best option.
also when alien get to shot at you chances are you are moving in to their kill zone which mean no cover, and when their turn comes around they get to 2x aim shot you.
so what we do is if spot an enemy we kill it in one turn, either with sniper that is outside of its overwatch range, or with a machine gun that can 10 shot burst it down in one go. because if they get a overwatch shot at your guy no in cover there is a very high chance to hit.
failing to do that, the next best option is to suppress it, then you can take longer to kill it as it can't shot back.
however if you can't not kill it then you need to move all your solider out of alien sigh, because suppression only take always 50% tu on alien turn so they can and will aim shot you 1x. so if you can't move your solider out of sigh then you need to smoke him and pray he miss.
that is why right now the game is a slow crawl, and people absolute hate time mission where you have to move in to the aliens that will kill you when you give them the slightest chance.
One mission last night I was doing well and then all of a sudden my whole team decided to be pacifists and missed every shot. And then decided they were going to get frightened and run away.
NOT to rock the boat but I do feel this super aiming by the cleaners (in hazmat) is a little ott. They don't miss. What is it with them, have the aliens planted some sort of cyberware in their skulls so they have homing bullets?
Oh, yeah and what is this perk they have that allows them to shoot around corners, and why can't we learn the same perk, or can we later on in the game?

Also, dev have already mentioned in their discussion thread that they felt cleaners had to high hit chance and that they were/are intending to bring it down, though I'm not sure if that's live yet in 1.28.
But why would anybody take Cannon MARS instead of an extra soldier?
But that is not true of the green reinforcement Cleaners.
I've seen Sniper rifle do 1 damage to them, like it might on a Cyberdrone. But the Cyberdrone has Frontal Armor trait, while green Cleaners do not have a separate research entry in the Xenopedia and start with no armor.
Tldr: cleaners have a special ‘ballistic rifle’ with crazy high accuracy bonus, but otherwise looks identical to the normal ballistic rifle. You can pick it up and use it yourself.
It’s their weapons. I just cleared the cleaner HQ in my save yesterday. As I was fighting, I looted the corpses of most of the cleaners I killed because I wanted to grab those alien plasma grenades which are useful during the mission. Roughly 2/3 of the cleaner agents were armed with ballistic rifles which LOOKED identical to the ones available to the player; when I examined the rifles on the corpses, I discovered the STATS are different. The base accuracy / tu cost / damage are the same as the normal one, but the bonus accuracy per-tile (stacks for each tile closer than max range) was 12.5%! Yes, over twelve percent per tile; in contrast, the ballistic rifle available to the player has a per-tile bonus of 1.5%.
During the mission, I had 2 of my soldiers equip and use these rifles from the dead cleaners; they were extremely accurate and it almost felt like an exploit. I wonder if this is not intentional but just a typo in the cleaners’ weapon stats. Their ‘ballistic rifle’ is otherwise identical to the normal Xenonauts ballistic rifle: same name, same image, same 3d model, same weight and most other stats. But, the accuracy bonus is almost 10x. I only noticed because I happened to hover over one in the inventory while looting a dead cleaner.
Hope you reported your findings. That does seem like a typo/bug that needs hotfixed.
