Not a bug, so the good news is it can be fixed.
I'm sure you noticed that not all neurons just have one prerequisite skill to become unlockable. Some need a genetic mutation to become available, others need 2 or more skills to be unlocked first. In your case, you don't meet those requirements yet; you "magically" unlocked Equilibrioception without unlocking the prerequisite skills first. Now that you've changed generations, the game is looking for the required neurons (Orthostasis & Senses and Contextual Orthostasis) and notices that you don't have both, so it won't let you unlock Equilibrioception again.

If I remember correctly (it's been a while already), Orthostasis & Senses is trained by standing up and using smell or hearing, while Contextual Orthostasis is trained by standing up and using intelligence. The game provides instructions on how to train each skill anyways.
So, finally, how did you "magically" unlock a skill you didn't meet the requirements for in the first place? Simple answer, there's only one thing in the game that can do that: Meteors. Skills gained from meteors don't care about requirements, it's part of the evolutionary bonus they provide. Unfortunately for you, you didn't know, and so you didn't reinforce the skill when you had the chance. Now all you need to do is unlock it the old fashioned way, by doing the training for the required skills first.
In other words, not a bug, just the way meteors work.
Make 5x spear and use 2x dead bough, 2x stick and 2x spear as tool, lift 2x stone and fish twice
so maybe you dont need meteors
It's true, as Nick says. You can gain the prerequisites for certain, special Neurons, and then lose them because you didn't lock them in and when you changed Generations. It's not a bug, but without the needed prompts to warn players of their permanent choices, it may as well be.
Meteors can not only provide bonus Reinforcements, but finding them can actually give you special neurons you can't get elsewhere and ***can only "get" once***.
***Unconfirmed. But since you only discover each meteor once, I'm assuming this, Please correct me if I'm wrong.
