DirectX Error: "The parameter is incorrect" - Fix?

I get the DirectX Error: "The parameter is incorrect" when I attempt to start the game. How can I fix this? I have Windows 7 SP1. As far as I can tell, there shouldn't be a problem.

You all need to download Windows SP1: https://www.microsoft.com/en-us/download/details.aspx?id=5842

Also you need this update for it: https://www.microsoft.com/en-us/download/details.aspx?id=36805

If you already have Windows SP1 then you only need to get the thing from the second link.

Get these 2 things and install them and then restart your computer and the game should work. If you had the Directx The Parameter is incorrect error.

The 2nd link just keeps searching for windows update. It's been awhile and nothing changed.

@Zencan34: No I don't. I already have SP1 and all the corresponding updates and the second link is just a standalone Windows Updater.
