After seeing how gabe almost lost it when aiming a gun at conrad i highly doubt that she got impressed by that and only tells him that ''it was cool what he did'' in an effort to calm him down a bit. Also when conrad aimed a gun at him i dont think that ''he is not my boyfriend ewww'' would be something to say for clementine while conrad is aiming a gun at his head.

Thats at least my impression.
But yes i still think there is the possibility for them to become, lets say, ''more than friends''.
But first Gabe would probably (and hopefully) stop being such an idiot.

In a situation like this, she probably didn't respond because she didn't want to startle Conrad more than he already is and someone is being threatened at GUNPOINT and she has a lot more to worry about rather than him being her "little boyfriend".

Clementine has been through much more than Gabe and likely reconises many of the things he is going through and knows that he needs support. Being more his age, she is a little more connected with what he is going through. She went up to him to try and comfort him as she knows what he is going through.

Could she fall for him? Possibly. However, she is known to be quite a lot like Jane in season Three, meaning she doesn't want to become attached to people as she always ends up being hurt. Every single person she got close to eventually died, which warped her views. It's nice for Clem to speak to people her age because there are few of them. But at the moment, it is unlikely that Clem feels any strong emotions toward Gabe, or Javi for that matter because she is shutting those feelings out.
