+ i dont think we will see much flirting between them because there are other things to worry about. Such as the New Frontier (i suppose ♥♥♥♥ will hit the fan with those guys in the next episodes) or this whole Zombie Apocalypse thing. I heard its pretty nasty.
In a situation like this, she probably didn't respond because she didn't want to startle Conrad more than he already is and someone is being threatened at GUNPOINT and she has a lot more to worry about rather than him being her "little boyfriend".

Could she fall for him? Possibly. However, she is known to be quite a lot like Jane in season Three, meaning she doesn't want to become attached to people as she always ends up being hurt. Every single person she got close to eventually died, which warped her views. It's nice for Clem to speak to people her age because there are few of them. But at the moment, it is unlikely that Clem feels any strong emotions toward Gabe, or Javi for that matter because she is shutting those feelings out.
