That reason crossed my mind too, last night I had steam do dc (I know because my friends had same thing) and I know steam rarely do dc. All other programs and launchers worked but steam was dc some time. Now if steam has trouble working during this mess, I dunno how it goes with something like Two Point Studio. Unless it is already on steam but still it takes time.

It was mentioned somewhere that DLC usually launch at 6PM CET, so check back then :)
