Can't buy new plots in Old Newpoint

I just started Old Newpoint and the game is just letting me buy 4 plots. In the goals for the 2 star hospital I'm supposed to buy 7 plots, but now I can't get there.
Can anybody help?

Hi there! Can you please check your game is updated to the latest release? When we released Sonic's costume pack we also released a fix for Plot 7 not being able to be purchased.. Could you please ping me your save to [e-mail] and I'll take a look. Thanks!
