This. The final map being a mash of everything learned until that point is, from my perspective, fundamental to strategy games.
But i guess the game is done and now abandoned. While i've enjoyed TPH i decided not to bother with TPC as i suspect the problems would be the same.
it actually isn´t. Not to say there are no issues with TPC, but overall, thanks to the building construction feature, it´s less common to find this problem. Personally I think it´s mostly on TPC DLC that they went back to doing this, but as for normal TPC, most maps have tons of plots big enough to allocate max students and a lot of those plots are together, which allows you to really expand your building, rather than making several small buildings like in TPH which was atrocious if you like orderly and nice looking hospitals. There are maps in TPC that simply you won´t be able to fill it entirely even if you give tons of different classes that requiere the biggest rooms. Plus, being able to also edit not just buildings but the outdoors areas is amazing, it´s only the DLCs that they decided to again go back to small plots with tons of outer space that you cannot edit, even though editting outdoors is a big part of base TPC, feels weird, and it kind of feels like the devs got scare that TPC sold less than TPH so they tried to make it more similar (to the point where the last TPC DLC is basically TPH in TPC, so weird).
