But as others have said LAST LEVEL is pretty much a sandbox. play the main game to unlock it. then you can do whatever you want with it.
I don't understand what you are asking for -- on any map you can "add to it or reshape rooms" at any time. The only thing that you cannot do is modify the layout of buildings, but the laswt map is designed to include multiple large, open buildings -- far more than you will need to reach any goal the game will allow you to.
Keep in mind that, even with "perfect" patient AI, there is an absolute maximum number of patients per month that can be handled by a theoritically perfectly laid out hospital . This is because, at some point, the amount of time patients spend walking from room A to room B will exceed the amount of time the patient will survive or is willing to wait. More rooms doesn't help in this sutation -- you can only put so many rooms close to one another, so eventually you'll find yourself in a situation where all the rooms that the patients are willing / able to walk to are 100% utilizied and you are stuck. This is a common limit for all simulation games -- a large enough city in Cities Skyline will start to break down due to similar effects (traffic, to be exact).
So....
As far as I can tell, your complaint is that you can't change the layout of buildings on the map -- the fact that there is a level with buildings large enough that you'll only fill them with useless (or grossly oversized) rooms isn't good enough.
<shrug> OK, then, I guess this isn't the game for you.
